This home inspector is an independent third party to the transaction, compelled to remain unbiased and examine the homes interior and exterior condition. A home inspector isnt always called in at the time of a sale or potential sale, but that is the primary bread and butter of the home inspectors business.</p>
<p>A domestic inspector will check the homes roof, its basement, the condition of its water heater, its home heating system, its air conditioning system, all its plumbing fixtures and workings, its electrical system and the structure of the house and garage itself. A home inspector is tasked with checking for any damage that might require major repairs and any conditions that are hazardous in terms of safety, health and fire. A home inspector is not the same as a real estate appraiser. A property sale will typically have one of each perusing the house before the sale is completed. A home inspector looks at the condition of the homes major functions and its structure and foundation. An appraiser, on the other hand, assesses the monetary value of the home and its related property. </p>
<p>In the United States, a contract between a homeowner and the potential buyer will be concluded pending a successful property inspection. By successful we mean that a property inspector comes on the property and looks at the exterior and interior of the home. She or he generally must be licensed to do so and will determine if there are any problems in the home that must be resolved before the home is structurally sound and safe for habitation. </p>
<p>Some states in the U.S. do not require licensing of property inspectors, and most states allow engineers who are already licensed to forego the licensing. Their engineering license includes the right to act as a home inspector. For those who must be licensed to be a domestic inspector they typically have to complete a state-approved course of training and to pass an exam that has been selected by that particular states board of home inspector licensing. Several of the U.S. states also mandate that the home inspector verify additional periodic home inspection continuing education credits in order to get their license renewed. </p>
<p>While a property inspector does not need to be an engineer, and typically is not, you will often hear a home inspection referred to as an engineering report. An engineer, however, as compared with a home inspector, can design repair and reinforcement specifications for structural improvements, while a property inspector can only point out that the deficiencies do exist. </p>
<p>It is important to keep in mind, as you look for a new home and rely on the home inspectors advice that your potential new home is safe and sound, that only 39 states in the United States now regulate domestic inspectors at all.</p>

This is the person who is going to inspect your potential new home and determine if the foundation is sound, if the roof is in good shape, if the electrical system is in good working order and if the heating and air conditioning systems are safe. </p>
<p>One way to tell if your home inspector is reliable, knowledgeable, experienced and reputable is to look for someone certified, with an affiliation with a recognized home inspector association. One such is the National Association of Certified Home Inspectors NACHI. </p>
<p>A home inspector who is licensed only indicates that she or he has fulfilled the minimum requirements to conduct home inspections. In many states there is no licensing requirement for home inspectors. NACHI has strict membership requirements and prides itself on the fact that fewer than half of the home inspector NACHI applicants are accepted. The others either dont pass the organizations rigorous certified home inspector exam or in other ways dont fulfil the requirements for membership. </p>
<p>Home inspectors who belong to NACHI have passed the online home inspector exam each year with a score of at least 80 out of 100. They must also pass an online course called Ethics Obstacles Course. They must take and pass an online quiz on home inspector standards of practice and sign an affidavit that they will behave honourably in their practice of their professional. </p>
<p>No home inspector can become a NACHI member without a commitment to adhere to the NACHI standards of home inspection practice and promise to abide by the associations code of ethics. 24 hours each year must be spent in continuing education in home inspection to maintain NACHI membership. </p>
<p>Should a new home inspector wish to join NACHI one who has not conducted an actual live home inspection she or he must submit four mock home inspections for the perusal of the organizations review committee before they are allowed to perform their first real home inspection for a client.  </p>
<p>Within 10 days of being accepted a  NACHI member, the home inspector must log onto the organizations message board, and within 30 days he or she must complete the two free online courses on standards of practice and home structure. Within the first 45 days the home inspector must complete the comprehensive electrical course found on the NACHI site, and must take and pass each course quiz. By the end of 60 days the new member has to have taken the free roofing course and passed the online quiz about it. A free membership photo ID must be in her or his possession within three months of membership initiation, and each year the member has to take the online inspector examination again and earn a passing grade. </p>
<p>Eight hours of advanced level coursework on home inspector practice standards must be completed within two years of joining NACHI, and each member must attend a minimum of one educational seminar or NACHI chapter meeting every two years.</p>

Some view it as a costly Big Brother piece of legislation, although most of these haranguers sincerely believe in renewable energy as a beneficial concept. They just dont like being dictated to.  </p>
<p>June 14, 2006 was the birth of the energy performance certificates in the United Kingdom, first for residential homes for single family dwellings and later to be demanded of property managers and owners of residential rental property as well. There has yet been no talk on legislating commercial building construction or current commercial buildings. </p>
<p>Yvette Cooper, the UK Housing and Planning Minister signed and announced the energy performance certificate bill. Cooper talked about the upcoming regulation on Home Information Packs HIPs and their need for an energy performance certificate EPC to be included as part of the packet. The energy performance certificate will now rank the homes energy use from good a rank of A down to absolutely dreadful a rank of G. </p>
<p>One UK resident wrote on the Internet about his objection to another European directive comparable to rating washers and dryers, a practice he clearly abhorred. England and Wales are the areas of the UK mandated to adopt the regulations first, although by 2009 all homes for sale in the European Union EU will be required to have an energy performance certificates. </p>
<p>This dismayed UK resident says that, while this might seem like a great idea in principle, he has his doubts the actual practice will produce such terrific results. His concern is that the detailed calculation of energy use is time consuming and highly complex. While it might perhaps make sense for a brand new home, he said, it seems pointless for a home already built. </p>
<p>Here are his points. </p>
<p>The first objection he has to this energy performance certificate for existing homes is that the energy assessor would need to know how the house was built or how would she or he know what the construction is made of. How, for instance, could the energy assessor determine if any cavities were insulated if there were no visual clues. The visual clues, he pointed out, arent always there. It might be, he points out, that the homeowner might not know about any construction or construction deficiency, or might actually lie about it in order to obtain the needed energy performance certificate. </p>
<p>There really is no way to sensibly check without taking the house apart. How might the energy assessor know how well the heater and water heater work What if its hot outside and the air conditioning on How well could the assessor evaluate the efficiency of the heating unit, or even tell if its in good running order These are just some of the problems inherent in obtaining an energy performance certificate and the evaluation by an outsider on whether the home meets the criteria for the certification. </p>
<p>Evaluation for an energy performance certificate clearly isnt an easy process.</p>

<p>Its called an adverse credit mortgage and it is here to help those with bad credit obtain a loan. Many lenders have gotten by with simply saying that they are unable to help those with bad credit. This is simply not true. While one company may not be able to help you, it does not mean that you are stuck with no mortgage loan. Different lenders have access to lending companies that specialize in adverse credit mortgages. The main reason that many people never find these types of mortgages is because they give up too soon.</p>
<p>Many will give up because they may not have any more ideas of where they can go to find a broker. The Internet is a great place to find a mortgage broker. There are literally thousands of companies out there that specialize in adverse credit mortgages. There are even companies out there that will submit your application to multiple lenders.</p>
<p>The more you borrow form a lender, the higher your risk is to them. Since you have a bad credit score, it is advised that you pay as much as you can as a down payment towards the adverse credit mortgage. You will usually want to put at least a 50 percent down payment on the loan in the beginning. If this means that you will have to wait a little longer than anticipated before you can purchase your home, then wait. By paying a larger sum of money in the beginning you will make you more attractive borrower to the lender.</p>

The reason why you pay higher rates is because you are labelled as high risk. <p>Remember that you can get an adverse mortgage loan even if one broker is discouraging. Lenders may not be swarming you to pick them, but they are available. You will just have to look a little harder than most people. Always be on time with your interest payments because you could end up losing your home very quickly. If you strive to stay on time, there will be no way to fall behind. Of course, if you let yourself slip one time, you could easily go into a downward spiral of lateness. The process of booting someone out of their home or commercial process can be long and costly procedure and working through financial problems with the current owner is often cheaper and easier than taking ownership of a property.</p>
<p>However, in many situations lenders find that repossession may be the only option they have in securing repayment on the defaulted loan and begin the steps to claim the property as their own. Once the process has begun, there are avenues for the debtor to follow in the courts to attempt to retain ownership, but the stipulations are spelled out ion law, and without meeting those requirements, the borrowers will have trouble maintaining rights to the property.</p>
<p>Typically, once a foreclosure order has been sought by a lender, the borrower will have a set amount of time to bring the mortgage up to date, before the entire unpaid balance comes due and payable. Once that time has passed and the mortgage remains in arrears, the entire balance must be paid to stop the repossession proceedings. Since this is unlikely to happen, the courts sometimes give the owner time to sell the property, if it can show that selling the property will provide sufficient funding to satisfy the mortgage agreement.</p>
<p>If the deadline to sell is not met, the borrower can appeal the foreclosure proceedings, but if that fails, repossession of the property is usually granted to the lender and the borrower is evicted from the property. Once vacated, the lender is considered the legal owner of the property and has all legal recourse to collect the balance due on the loan as well as any costs incurred during the process. This can all be avoided however, if the borrower keeps in close contact with the bank. </p>
<p>In most cases, the property is put on the market for sale, or put up for auction and once sold the previous owner is liable for any portion of the balance not covered by the sale of the property. If the sale nets more than what is owed, the lender is obligated to forward the balance to the previous owner. Although this is a rare occurrence, if the property appraisal is high enough, and has built up untapped equity, it is entirely possible.</p>
<p>Most people view repossession as an end to their financial life and accept the probability that they will never be able to own property again. However, once their financial obligations are dissolved and they have rebuilt a positive credit history, there are alternative lending sources that may be willing to take the risk of offering another mortgage in the future. There are many ways to go about rebuilding credit and a wise financial advisor can help with the challenging task. Credit scores are quite important and it is worth the time and effort to repair them for the future.</p>

			<content:encoded><![CDATA[<p>For the protection of consumers and UK residents, the United Kingdom has instigated a system of certified energy assessor professionals to measure the efficiency of the power use in each of its residences. The focus and the mission behind the legislation is to encourage both residential and commercial installation and use of green energy and renewable energy resources. </p>
<p>Each certificate for each power inspector has to be produced by those with the federal government has determined qualified and competent to do so.  The UK government is still evaluating additional measures to verify the competence of each energy assessor. </p>
<p>At this point in time, the legislation in the UK for evaluating an energy inspector says that she or he must be suitably competent or qualified to produce an energy assessment. By suitably qualified the legislature means someone who has experience and or learning and training equal to the requirements of the National Occupational Standard regulations for that occupation. </p>
<p>An energy inspector of the UK government is going to have the responsibility of completing primary tasks that relate to the newest of the United Kingdom measures for energy efficiency. While energy assessment is now offered by various organizations, only a portion of these energy inspectors are actually trained and have earned an Energy Performance Display Certificate. This certificate is what gives them the authority to call themselves an accredited energy assessor. Each power assessor must know and follow the newest version of the UK governments National Calculation Methodology. There are several different methodologies, dependent on whether a structure is residential and or about to be sold or rented, under construction, or of mixed use. </p>
<p>An power inspector needs to meet two criteria in order to practice. The first is the energy inspector qualification, a document of energy inspection that shows technical competence. In the process of being updated by the National Occupational Standard, the qualification will be approved by the national Qualifications and Curriculum Agency. </p>
<p>An energy assessor also needs accreditation. Accreditation may be possible in several specializations such as construction, commercial and residential. The scope of qualification will cover many power inspection areas. An energy inspector will be evaluated in his or her assessment of energy performance, perhaps in buildings under construction, in rental properties or in single family homes, for example. Each power assessor is only allowed to conduct energy inspections in the area or areas covered by her or his current accreditation and qualification. </p>
<p>Additional limitations may be placed on an energy assessor beyond the types of dwellings or circumstances. An energy assessor might, for example, be determined certified for a specified number of years, after which he or she might have to retrain, upgrade his or her skills and or retest for a new certification.<br />
Several companies in the United Kingdom have the approval of the Secretary of State to oversee the accreditation for energy assessors who wish to evaluate the energy efficiency of existing structures. These companies are RICS, Northgate, NES, Elmhurst and BRE. Many labour unions offer classes and certification and recertification training for energy assessors as well.</p>

			<content:encoded><![CDATA[<p>The U.S. federal National Renewable Energy Laboratory offers a renewable energy program that studies and disseminates news on the latest in energy efficient building technologies. Recognizing that construction designed around energy efficiency is crucial to growing the countries energy independence, these renewable energy programs research as well as train U.S. residents. They work closely with manufacturers and others in the construction and building industry, promote renewable energy endeavours and provide information to both consumers and builders about the financial savings involved in renewable energy. NREL also works with state and municipal regulatory agencies to improve their building regulations and codes and their energy standards for appliances. </p>
<p>This NREL Building Technologies Program supports renewable energy research and development, helping it stay focused on areas such as materials for switch able window technology, thermodynamics, building heat transfer, and engineering of renewable energy heat and cooling systems. The engineers and research scientist of the National Renewable Energy Laboratory work closely with the industry, testing and evaluating new designs for buildings, new technology and new energy-efficient equipment for both commercial and residential structures. </p>
<p>The primary focus of the NREL building technologies program is the improvement of residential dwellings, commercial structures, the equipment and other components of such buildings, the energy involved in heating and cooling each and delivering the requisite water, the tools to analyze energy consumption, green energy manufacturing, and energy-efficient appliance and lighting standards. Key to these missions are such NREL initiatives as its Zero Energy building program, its initiative for Solid State Lighting, and its Electro chromic Window project. An initiative called Building America is another important offshoot of the renewable energy focus of the building technologies program. NREL also collaborates with a similar building technologies initiative of the federal Department of Energy. This is administered by the Energy Efficiency and Renewable Energy office. </p>
<p>Distributed energy is another facet of NREL initiatives. This can be used for power to our base loads, during peak time hours, as backup power, as remote power and for heating and cooling. Renewable distributed energy refers to the many small and modular technologies to generate power that work in combination with storage systems and energy management to advance the efficiency and improve the overall operation of our electricity delivery, whether connected to an electrical grid or not. </p>
<p>NRELs Distributed Energy Program supports renewable energy by researching various technologies that are thermally activated. It also develops the EERE program, including its Web site and other communications. NREL collaborates as well with the non-profit technology transfer associations and organizations developed throughout the various states. </p>
<p>From DER the consumer realizes improved reliability in its renewable and other energy, improved quality of power and its delivery, and the chance for participation in a choice of electric power markets which, through competition, brings down the cost. DER can potentially resolve transmission line congestion. Even the pricing, strengthen the security of energy and stabilize the electricity grid. With the implementation of DER technology dangerous emissions can be reduced and various applications of power and heat can become more efficient.</p>
